If you plan to move to a foreign country aiming to teach ESL or TOEFL, to teach in a a public school, college of university, apply for studies, continue education or apply for post – graduate studies, many of European and Asian countries require Apostille for educational documents such as High School Diploma, Professional Education Diploma, College or University Diploma and, of course, Transcripts. In many cases when a foreign country’s authorities request a certified copy of your diploma, what they are really requesting is a document that certifies that you have attended a university of college in the U.S. and that you were awarded the degree that you claim to have been awarded.
Since October 15, 1981, the United States has been part of the 1961 Apostille Convention abolishing the Requirement of Legalization for Foreign Public Documents. The apostille is much like an international notary, with rules and regulations agreed upon in the Hague Convention. The Apostille process serves as a way for documents to be accepted across international borders, and ensures that public documents issued in one signatory country will be recognized as valid in another signatory country. When a document is to be used abroad, it may be necessary to authenticate the notarization or certification. Foreign countries often require documents to be authenticated before the documents will be accepted in the foreign jurisdiction. An “authentication” certifies the signature and the position of the official who has executed, issued or certified a copy of a document.

If you intend to present the diploma, academic record or transcript in a country not listed in the Apostille Convention signatory States, you should contact the Embassy or Consulate of the country where you plan to use the document to discuss their authentication requirements. Some non-Apostille countries may accept an apostille. Others may require further steps of documents legalization such as U.S. Department of State certification then Consular certification).
